You technically don't need to "play" the previous games in the series. But you should at least watch the cutscenes for each previous game on youtube. Unless you just want an emotional connection to characters and what you can get a grasp of in the story then no.
Kingdom Hearts Final Mix features changes from the original version, including bosses present in the English version, but not in the original Japanese version. The second difficulty is simply "Final Mix", analogous to Standard from the previous game, but not the exact same.

Re:coded is one of those games you play for gameplay reasons rather than analyzing the plotline. Yes, it is perfectly safe to skip Re:coded.
However, unlike the other two parts of the collection, this HD version of 358/2 Days is not a game. Rather, it is a nearly three-hour movie containing all the cutscenes from the DS game in remastered form.
The upgraded, "final mix" versions of these and three more games — Re:Chain of Memories, 358/2 Days and Re:coded — will be included in the PS4 set. With the release of the Remix collection, PS4 owners and Kingdom Hearts lovers will be able to play nearly every game in the series on the console.

Currently, the title is only available in Japan. However, a remake, released in Japan, North America and Europe, has been developed for the Nintendo DS, under the title of Kingdom Hearts Re:coded.
I personally enjoyed Coded, it has fun gameplay systems as it rehashes the melding and the Panel System from BBS and Days respectively but done better. I say play it for yourself to see if you like it. As for the story, it can be a slog during the first half, but it builds up to be this one great moment near the end.
