Under SSSCE, D7 is pass mark that qualifies candidates to gain admission to the university, but under WASSCE, candidates who obtain D7 are ineligible to enter university.
To be admitted into a Diploma programme, three credits passes in the area of specialization (elective subjects) and at least two passes (D7 or better) in English Language and Mathematics in WASSCE is required. Any candidate without a pass in English Language and Mathematics (core) need not apply for the Diploma.
D7 is classified by WAEC as PASS, not fail. And if it is such, no tertiary institution or employer should disregard it.

If the subject you got the D7 is not required for the course you want to do then you can apply for it. But if the subject that you got the D7 is required for your cause then you might be in trouble. In general if your best 6 subjects does not exceed 24 then you can get admission to any university irrespective of D7.
B3 is B (Very Good), C4 is C (Good), C5 and C6 are (Credit), D7 and E8 are E (Pass) and F9 is F (Fail).
Currently, public universities don't accept D7 for core subjects in admission purposes.
Even if you have F9, you can still be offered admission. Lead City University Ibadan, Oyo State (LEADCITY) requires O'Level credit passes at SSCE or its equivalent in English Language and any other four (4) Social Science subjects. Note with these bold words, Mathematics is not compulsory for you.
