A national identity document ("ID", "ID card", "identity card", "IC", "citizen card" or "passport card") is an identity card with a photo, usable as an identity card at least inside the country, and which is issued by an official authority.
Any credit card can be used as a secondary form of ID, as long as it contains a signature and is not expired. This includes major credit cards, such as VISA, MasterCard, American Express and Discover.
If you have no photo ID, a copy of your original Birth Certificate or National Insurance Card will be accepted provided it is accompanied by a passport sized photo that is countersigned on the back by someone who can confirm your identity.
US citizens dont need national ID cards because we have State ID cards/driver's licenses. They would not be able to get a license so they would get a state issued ID card. It looks like a driver's license but states that it is for ID only.
