The answer to your question is really simple, pro players use those settings because of microsoft, because of the intellimouse or the wheel mouse optical, those mice only could do 400dpi, and many pro players learned to play with those mice, so they got used to 400dpi.
With lower dpi, it means changing your in game sens has less of an effect, so if you want a minor adjustment it can be done easily instead of the minimum change changing LOADS which happens with higher dpi. Some pros have started playing FPS really early, so they might be more used to lower dpis.
