Once you've completed Azeroth Pathfinder, Part two achievement you will be able to fly in all zones. This includes both Zandalar, Kul Tiras, and the two newly added areas from the Azshara content update; Mechagon and Nazjatar.
To be able to fly in Kalimdor, Deepholm and Eastern Kingdoms, you must first reach level 60, then visit a flying trainer, and purchase a Flight Master's License for 250 gold. To be able to fly in Northrend, you will need to reach level 68, then visit a flying trainer to purchase Cold Weather Flying for 500 gold.

Though i suppose if he is a druid then he would never have gone to that guy to learn the skill. Learning flight form at lvl 68 gives you 225 riding skill ( but you can't use flying mounts since you need lvl 70 ), to buy 300 riding skill ( for 280% flying mount ), you need to go to shadowmoon.

Horde: Tauren are limited to Wolves and Kodos, which means that they cannot ride Raptors and Undead Horses. However, they are still able to ride any neutral mounts such as the Swift Razzashi Raptor or the Deathcharger's Reins, making the limitation rather useless.
These restrictions are: Taurens can not ride Undead Horses or Troll Raptors. (This does not apply to Swift Razzashi Raptor or Deathcharger's Reins) Only Gnomes and Dwarves can use Mechanostriders.

Comment by Medrun. She's right outside the middle building (stables). It cost 18g for the undead horse training and 72g for the Skeletal Horse at Honored with Undercity. You can purchase the horse from Zachariah Post who is right next to Velma inside the stables.
The specific reason was to make Dalaran feel like a much more "bustling city." Since you could fly anywhere in Shattrath all the players were clustered in key areas with huge gaps in between.
The modern riding system was introduced in one of the later 1.12 patches, and as we were discussing it, we felt this system was added to prepare the game for Burning Crusade, which had the ability to ride flying mounts. For most of the history of WoW Classic, throughout 2004 and 2005, we had the older mount system.
Human faction mounts can be purchased from Katie Hunter in the Eastvale Logging Camp at Elwynn Forest. Additionally, you can go to the Wetlands and find Unger Statforth in Menethil Harbor who sells a mount that can't be found anywhere else.
Players will remain ground-bound on Draenor until a small follow-up patch (6.2. x), when all players who have earned Draenor Pathfinder on at least one character will unlock the ability to fly in Draenor on all their level 90+ characters.
Journeyman Riding grants you 150 skill in Riding, allowing you to ride ground mounts at 100% speed, and can be trained at level 40. Journeyman Riding can be trained at the cost of 50 and can be discounted based on reputation from any race's faction trainer to the maximum discounted cost of 40 (at Exalted reputation).
Anyone who had a 310% mount prior to patch 4.0. 1 automatically learned Master riding. There are no 310% mounts anymore. 310% speed is now obtained via Master riding, a new flying skill.
Hira Snowdawn <Cold Weather Flying Trainer>
This NPC can be found in Dalaran (10).You can purchase these mounts from Ogunaro Wolfrunner <Kennel Master> in the Valley of Honor in Orgrimmar so long as your character has riding skill of 75 (obtainable at level 20). If you are playing as any race other than an orc, you will also need to have Exalted reputation with Orgrimmar.

Pick your ground epic mount and buy it from the vendor near the riding trainer. Travel to Outland and purchase the expert riding skill from the faction-specific city in Hellfire Peninsula upon reaching level 60. Horde members will find this trainer in Thrallmar, while Alliance players will find him in Honor Hold.
