I live in the Phoenix area and would personally never swim that time of year, even in a "heated" pool. Out of state tourists will swim in the heated resort pools during the day. Locals do very little swimming in the winter. At nighttime the outside temperatures are too cool to even want to be outside in a swimsuit.
