Legally, the answer to that last question is no, you don't have any right to claim a parking spot as exclusively your own, if that spot is on a public highway. The only way you could reserve a space outside your property is if it has been designated as a disabled space.
Parking permits for Reading people will increase by 25 per cent. On Monday Reading Borough Council approved the changes, despite opposition from Conservative and Green councillors. It means prices will go up from £30 – £40 for a first permit, £120 – £150 for a second and £240 – £300 for a third.
Can they force you to pay? Private parking companies can only make you pay by taking court action, usually through the small claims court. Even then you will have the right to defend yourself and give an explanation why you have refused to pay, meaning there is no guarantee their claim against you will be upheld.

The permit itself is free, you pay for parking sessions on a pay- as-you-go basis. The charge for visitor parking is £1.80 per hour in all zones – cheaper than our standard pay-and-display charge.

UK Campus Housing does aim to have enough housing for all first-year students, as well as returners. Although there is no requirement for freshmen to live on campus, and with no plans to change that policy, 90 percent do, which is about 4,400 per year. Typically, a principal sign will be displayed near the entrance to the car park describing who the car park is for, and if there are time limits on how long it is possible to stay for and details of any charges or free periods that may apply. No return within…Some parking signs have time restrictions, like '1 hour - no return within 2 hour'. This means you can park in the spot for up to 1 hour, but you can't return and park there again within 2 hours.

Commonly called E-Permits, the electronic system is a digital way of managing permits. The systems ensure that permits move along a prescribed process to ensure compliance and reduce risk. Using an electronic permit to work system offers some significant improvements over a paper system.

If you have a Blue Badge you can park in places other drivers can't, for example parking spaces for Blue Badge holders. The Blue Badge is linked to you rather than a vehicle, so you can use it with any car. This includes taxis and hire cars that you're driving, or travelling in as a passenger.
Car-free properties are homes which have been built without car parking spaces. The idea is to reduce traffic congestion, reduce air pollution and better manage the limited amount of space available for on-street parking.
Blue Badge holders are not allowed to park in loading bays and may not be able to park in other places reserved for permit holders, like residents bays for example. Normal Blue Badge concessions do not apply in these cases.
