NCOs are enlisted soldiers with specific skills and duties such as training, recruiting, tech or military policing. The Army refers to them as its "backbone." Commissioned officers are management. They give NCOs and lower ranks their missions, their assignments and their orders.

The word commission means a certificate conferring military rank and authority. So an officer in the military has been commissioned to his rank as opposed to an enlisted soldier.
Verb. conduct, manage, control, direct mean to use one's powers to lead, guide, or dominate. conduct implies taking responsibility for the acts and achievements of a group. conducted negotiations manage implies direct handling and manipulating or maneuvering toward a desired result.

Acts of commission are easy to understand. Simply put, it's the decision to do something. In 1961, when John F. Kennedy declared that the United States would put a man on the moon by the end of the decade, that was an act of commission. He committed to a goal, and a subsequent set of actions to complete the goal.
Commission is a payment based on the amount of sales an employee makes and is usually based on a percentage of total sales, so the more sales made, the more money the employee takes home.
The most common plans include a: Commission-only plan, which often range from between 5 percent and 45 percent. So if a product sells for $100 and you've set a sales commission at 5 percent, the employee would receive a $5 commission for each sale.
