If you want to play Defense, Steel Wing + Outrage should be better than a Dragon Tail + Outrage. But, since Steel Wing attacks faster and Steel is actually super effective against Ice, that Ice attacker will suffer more damage than a Dragon Tail Dragonite (Assuming not a Lapras).
The most common way to get a Dragonite is to catch Dratini and Dragonair, load up on Dratini Candy, and use the 100 required candy to evolve a Dragonair. Mega Salamence sits at a high Speed tier of base 120, which enables it to naturally outspeed key threats such as Mega Lucario, Yveltal, unboosted Xerneas, and Rayquaza while potentially Speed tying with Arceus formes.
But adamant is usually the preferred nature for dragonite. It raises it's wonderful attack stat. In contrary to dragonite's special attack stat, an adamant dragonite's attack stat can reach 403 if it is flawlessly trainend. Personally I would recommend an adamant natured dragonite, but the choice is yours.
By the way, if you don't want to wait until level 61 for Dragonite to learn Dragon Dance, you can can opt not to evolve from Dratini to Dragonair since it'll learn Dragon Dance at level 51 and Outrage at level 55. You can then get it to evolve to Dragonite at level 56.
Dragonair is a pure dragon type Pokémon which evolves from Dratini. It evolves into Dragonite starting at level 55. If it is based on a sea dragon, why isn't it a water type then?! Strange

This is a pretty loose answer but my take on it is Dratini and Dragonair spend majority of their time in water so hence the blue skin tone to match its environment to protect itself and once it evolves into Dragonite it looses the skin color since its not in water all the time and flying.
Wing attack is super quick and you can dodge with it. Also charizard on defense with ember is useless because people will use water pokemon only against it. wing attack will do much more damage on defense.
Dragon Tail is the best fast move. Despite being a bit slow (it has a cooldown of 1.1s), it has more DPS and gains energy faster (EPS). The best fast move for defending purposes too. Outrage is overall the best charge move for Dragonite.
Draco Meteor will slightly outperform Outrage in some situations, but Outrage is still the best charge attack for Dragonite overall due to several reasons. Draco Meteor will only outperform Outrage in specific situations when Dragonite faints soon after performing its charge attack.
Draco Meteor was introduced after the Generation 3 update as a one-bar charge move, Salamance being the only Pokémon able to learn it. Dragonite will also be able to learn it, but just during the 3 hours of this month's Community Day, happening on the 24th of February.
