Having said that, fire can spread in a 3×3 column from 1 block below to 4 blocks above it. Fire can jump over gaps and blocks, so you cannot contain it by covering it. Any of the glass blocks here could be turned into fire block, if it was an air block and there were an adjacent flammable block: Fire can also be born from lava. Fire is always created above the lava position.
Head over to your server Console or enter into your Minecraft Server. Enter the command /gamerule doFireTick false (ensuring to keep the upper case letters). This’ll disable fire from spreading. I did some quick testing, and a block four above (three empty spaces between) a fire will burn. A block five above (four empty spaces) did NOT burn. the blocks that were placed on diagonals did not seem to burn either, but who knows what formula it follows, so I’d say three blocks below, three around, and four above of non-flammable materials and you should be ok.

Go over to the Server Console or just log in to your Minecraft Server. Open the console commands textbox and type in /gamerule doFireTick false. Make sure to copy the command as is.
