Absolutely both games! Buy Shadow of Mordor and, when you are finished with it, buy Shadow of War. Both are great game, but if you don't play SoM first, you are going to miss out on importing your nemesis and best follower and this is easily one of the best moments of SoW.
The game is open-world, but do note that it is still divided in 3 zones.
There are 21 huge provinces in the game, with 26 boss characters, and an open world that pretty much allows you to do anything you want. That game could easily take 50 to 100 hours to play, depending on your play style.
