Pretty much any unnatural coloour, including ion brilliance colours do NOT need developer. Seriously, don't use it. It won't work. Just use it straight from the tube.
If you put in too much developer, you will be lightening the hair but not depositing enough hair dye and the color won't last. For high lift colors, the correct mix is 1 part hair dye to 2 parts developer. For toners, the correct mix is also 1 part toner to 2 parts developer.

ion Color Brilliance™ Brights can be applied to pre-lightened hair and natural or colored hair.
10% developer is lowest strength developer , you use that to tone or just add a slight color difference . 40% developer is a very strong lift or intensity for the color , 30% developer is a medium lift for 5 shades and is strong , 20% developer is standard lift and what most people use to dye their hair .
Any SEMI-PERMANENT dye (such as Manic Panic or Ion Color Brilliance Brights): leave in for at least 2 hours. Can be left in overnight. So whether you are leaving the dye in for half an hour, a couple hours, or overnight, put a showercap over your head. This will keep the hair dye from drying out.
You can use hair dye without developer in some cases, but the results won't be as permanent as with permanent hair dye. Not all dyes are designed to be used with developer! The pigment won't be able to get into the hair shaft, as intended.
I would say it typically last 3weeks-6weeks depending on how often you wash your hair. If you don't wash your hair often it can last for up to two weeks. But each wash it fades.
The higher the concentration of hydrogen peroxide, the higher "Vol" of developer: 10 Vol, 20 Vol, 30 Vol, 40 Vol. The developer helps open the hair cuticle and activate the hair color. If used by itself (ie without color or bleach) the developer will lift the hair color, but the color result will not be good.
