I bought one at the game corner, it was in the level 20-25 range if I recall correctly. Just to help you a bit, Dratini evolves into Dragonair at level 30, and Dragonair evolves into Dragonite at level 55.
Dratini. You can buy dratini in Pokémon Red for 2400 coins and in Pokémon Blue for 5400.

An easy way to get money is to just duplicate Nuggets and sell them. Thats the fastest way to get money But this is crystal and you cant duplicate the nuggets Just give a pokemon amulet coin and keep beating the Elite 4.
Go into the Dragon's Den behind Blackthorn City.Make sure you have a space in your Pokémon team for Dratini. You must have already defeated the last Gym Leader in the area, Clair. She will give you a TM. You need the TM before you can head into the Dragon's Den for Dratini.
On the top of "Celadon Mansion". to get to the top there, go to the top-right sectiom of the city, you'll see a gap go in and through the back. Keep going up the stairs and then you'll see a Pokeball on a table. EEVEE!!!!
To find the elevator key in the Team Rocket Hideout, you'll have to go down into the basement. From the elevator that needs the key, go back through the floor arrow puzzle and to the upper right corner, near the stairs leading up, and take the staircase leading down.
