After adding in the phone address book the +, the international code, you need to put the full phone number including the local brazilian area code.

To call a United Kingdom landline or mobile phone from Brazil, dial 00 44, then the UK number without its leading zero. For example, the UK number 01632 234567 should be dialled as 00 44 1632 234567 from Brazil.
In order to call Brazil, dial 011 +55, then the phone number. If you're dialing a cell phone, remove the 0 from 011 to complete the call - simply add +55 to start of the number.

+21 is the code for North Africa but, as North Africa is a region that comprises 6 countries, +21 by itself is NOT a valid country code. Therefore +211 is the country code for South Sudan; +212 is the code for Morocco; +213 is Algeria; +216 is Tunisia and +218 is Libya.
Dialing Outside North America (Exit Code: 011 + Country Code) To dial outside of the North America Numbering Plan, you have to dial an exit code first (011) and then the country code, and then the number. Although figuring out what the real number is can be tricky because of something called "trunk codes."
Enter a "+" followed by the number "55," which is the international country code for Brazil, then the full phone number of the person you want to send the message to, including the area code, into the "Recipient" form of your text message.
To give you an idea on the difference, a one hour call to Brazil on the cheapest rates will cost $0.01/min or $0.60/hour. On the most expensive rates you can see rates as high as $3.00/min or $180.00/hour!
According to the FCC, some prison inmates have had to pay as much as $17 for a 15 minute phone call. The new rate caps, which were passed by the agency last fall under the leadership of acting FCC Chair Mignon Clyburn, impose a limit of 25 cents per minute for debit calling and 21 cents per minute for collect calling.

On the back of your credit card you'll notice assistance numbers listed, one is usually a toll-free (800) number to be used from within your home country. The other is a fixed phone number that you are directed to call collect if you are overseas or outside the country.
(And to be clear, it still is — collect calls most definitely still exists. They're typically used by inmates in prisons and there's a lot of controversy around them; you can read more about that here.) And by “phone companies,” in the United States at the time, that meant AT&T.
To make a collect call, dial '0' to reach the operator and inform them that you would like to make a collect call. Before connecting you to the other party, the operator will confirm with that party whether he or she is willing to collect (or pay for) the call.
In a collect call, an operator (or automated system) calls the recipient and informs them of a collect call coming from (caller). If the recipient accepts, the call is connected and the recipient will be charged accordingly.
