No, you do not need an onward ticket out of Cambodia. I am from the USA and have entered by air many times via Siem Reap and Phnom Penh and never asked for proof of onward ticket during the application process for an eVisa, getting on the plane (eVisa or not) or getting the visa on arrival in Cambodia.
