When you Ignore a chat thread, even though you will receive all the messages, the Messenger will mark them as Sent only and not Delivered. That is if the message is delivered to your Inbox, it will be marked as Delivered.
You can't. You can guess at it, but you won't know if they actually “muted” you are just ignoring you. Now, messenger shows you a check when the message is sent. Then you can message them something that demands an answer, check the 'chat box' NOT messenger, and you will see if they saw the message.
I will keep it simple, whenever you ignore a person on Messenger. That person can still send you a message, but it will go to the filtered messages or hidden inbox. Those messages won't be visiting in your main chat on Messenger. You can still see that person in your active list and read his/her messages.
