Yes and no. He is a safe pick. With damage coming from abilities afar, an ability as equally important as a summoner spell. Now understanding how to master Ezreal and play him to actually win games can be hard.
Yes. Veigar isn't really that weak early, as he can still deal significant damage if he gets his full combo on you. It's just more that it's tougher to kill an enemy pre-6 since your ability cooldowns aren't ideal. He's a pretty safe farmer as long as you're not pushing and throwing your E out all the time.
Veigar is definitely a semi-viable off-meta support. It's somewhat similar to Brand, with weaker laning for better zone control and scaling. The cage is such a unique ability that warps gameplay that it alone is enough to make Veigar a useful support.
Just go with the supporth ap item and try to finish it first. Then continue with Ryla or Rod of Age's after these two, build like you are at mid lane. If your ADC sucks; Start with Rod of ages to close the ap gap between you and APC. Then play like a decent Veigar.
Yasuo is really vulnerable to crowd control. Try to pick champions that have a lot of CC to shut down his mobility and high damage output. He is squishy so burst damage type champions work perfectly against him.
