Pitbulls are in shelters because they were rescued from people who either breed them for dogfighting or sell to people who do dogfighting. A lot of people are afraid of pitbulls because of the reputation they've gotten in the media. Part of it is because of their history and their cruel treatment by other people.
Tennessee is unusual because it is neither a strict liability state nor a 'one bite' state. Rather, the consequences of a bite depend on the situation and setting in which it happened. First, dogs are legally required to be under reasonable control, which can include chaining.
Knox County law says that you can have one to five cats and dogs on less than an acre. It is six to 10 on 1.5 to 2.5 acres.

Some states and cities have acted on the research: The state of Maryland has determined that pit bulls are "inherently dangerous" and all owners are liable for any injuries they cause, according to the Baltimore Sun.The leash law in Tennessee states that a pet dog must be under control of its owner at all times and cannot run at large. A dog can be on its owner's property without a leash, but it cannot stray onto another person's property or out into the street and into public areas.

In Pennsylvania, 255 American pit bull terriers and pit bull mixes are considered "dangerous" by the state. According to state law, a dog is considered dangerous if it has severely injured or attacked a person or severely injured or killed a domestic animal without being provoked.
