Click File > Options > Language. In the Set the Office Language Preferences dialog box, under Choose Display and Help Languages, choose the language that you want to use, and then select Set as Default.

To set the proofing languages for the online version of Office, use these steps:

In order to change the language for OneNote 2019, one has to go into Settings/Region & language, go to the bottom "Preferred Languages" part, and move the language you want this not Office but MS Store app to the top. This is most likely a proofing language problem.The "proofing language" is a key to several Word features including spelling and grammar and AutoCorrect. It is not an application-wide setting nor even a document setting; it is set at the character level!
- Go to Word > Preferences.
- Under Authoring and Proofing Tools, select Spelling & Grammar.
- If you want to use custom dictionaries, make sure the Suggest from main dictionary only check box is cleared.
