It is not only about the Instagram accounts, some people decide to deactivate most of their social media accounts for several reasons such as: When you spend more time looking down than looking up, you're missing out on a lot more of life than you realize.

If you can't find the user, it might mean that they have blocked you. One sure-shot way of knowing if you've been blocked is by finding your way to their profile page in the Instagram app. It might also just show you a banner saying “User Not Found.”
Go through their posts, likes, comments, and followers to see if the suspect's username appears. If the user's name appears, click on it. If you click on the user's profile and are unable to see their content, even though it says they have a number of posts at the top of their profile, then they have blocked you.
