As everybody else has said, BM is currently the best hunter spec for PvE. MM is very gear-reliant, something I'm given to understand BM isn't. Marksmen can be quite useful against bosses due to the insane single-target damage once you get to the right stage, but MM quickly breaks down during trash fights.

Overall, hunter is in a very good place right now with MM getting buffed. It's one of the easiest specs (BM) to play becuse you have the confort of a ranged with mobility of a melee and most of your damage comes from pet which can ignore some of the mechanics.

Marksmanship is performing a bit better overall than Beast Mastery at the start of Shadowlands, but the balance will almost certainly shift at some point once we get the crit and haste needed to really start to shine. While Beast Mastery itself has not changed too much during the Shadowlands Beta, some things have.
All recent researches say that the best DPS classes for the Shadowlands are: Warlocks, Hunters, Death Knights (DK), and Rogues. All these classes have certain advantages with different amount of aims. They are most effective in Raids, Mythics, and in PvP.
While the core rotation of Marksmanship hasn't really changed much, we've received a large talent overhaul going into Shadowlands which changes some things in our core rotation. In its current state, Marksmanship is the best performing Hunter spec (subject to tuning).
Beast Mastery Hunter is a ranged spec that has very high mobility that can do all their damage while moving. Thanks to pets, this is one of the best classes for soloing content. The weakness of this spec is that depending on your pet to deal the majority of your damage means if your pet is stuck, you don't do damage.
Infinite stars seems ok, but pretty RNG in the proc rate and distance.
Icy Veins was recently updated to say that a potentially competitive build centering around stacking Dance of Death traits, Crit and the One With the Pack talent is emerging. Dance of Death by itself does not sim very high though.
As for the traits question, primal instincts further stacks more mastery with each duplicate and is more valuable to stack than feeding frenzy. It increases your burst damage heavily, its also a crazy good trait in m+ with 1x rapid reload.
Feeding Frenzy: It's not worth stacking more than one Feeding Frenzy in most cases since the extra second on Frenzy does not stack, but sometimes it will still be worth it depending on your other options.
Easy answer: most stat/stamina/health-wise abilities will stack numerically. The only things that don't are the ability altering traits, such as “increased chance of X” happening. You could have three traits that increase the chance of X ability but it will not count past the first.
Human is the best Classic WoW Alliance Rogue race for PvE. Gnome or Dwarf is the best Classic WoW Alliance Rogue race For PvP.
Rogue would also work, but given their adaptability and survival skills, hunter works too. The best class for all races is monk; that's just facts.
When all things are considered, the race you choose won't make a great deal of difference. If you're a casual player, picking your favorite race should be your priority. If you're more of a serious player, though, and you care about min-maxing, race really does matter.
