UPS delivery "by end of day" can mean many things.. Apparently for residential delivery, it can be as late as 9 (but there isn't any set time).
The UPS refund policy does state what is to be done in the event of a stolen package, and that extensive procedure grants very little in the way of allowing a refund to the customer. If a package never reaches its buyer and it is presumed stolen, the buyer should call UPS and file a claim.

Postal Service can deliver mail in snow, rain, heat but not on Saturdays — and jobs will be cut. Neither snow nor rain nor heat nor gloom of night can stay these couriers from the swift completion of their appointed rounds. Delivery of packages and to post office boxes will be exempt.
Of course they ship and deliver on rainy days! Amazon's carriers may be slowed down by hurricanes and blizzards, but your basic rainy day is not enough to keep them from shipping or delivering.
Guidelines for delivering in rainy weather. Without provided bags, they're getting wet packages. That is why I don't deliver in rain though. Amazon should provide bags if it's raining, but they don't.
If the sender doesn't require a signature, you'll get your package even if no one is present when FedEx visits. In this case, the FedEx delivery person will simply leave your package at your doorstep or at another designated location. You can also sign the tag and leave it on your door for the next delivery attempt.
