In short, there is no menu that lays out your horse’s stats. Instead of viewing the information in a menu, you will have to test the horse yourself. There are three stats; speed, jump strength, and health. The level of these stats can be gauged simply by riding your horse around. To get your first horse, you will need tame one.

We have stablemaster plugin on spigot, which cannot show stats on foals and untamed horses. So am using mod for breeding to get best horses, and it show really different stats. My better two random horses show by stablemaster max speed 0,31 (13,55 blocks/s) and second horse 0,32 (13,62 blocks/s). This mod show me 13,3 for both horses.

There are various Horse speed machines on YT as pointed out by Rodabon. I built a complicated one ages ago that gives me a horses speed in blocks per second (accurate to 0.2 seconds in theory). There also used to be a mod called Horse Stats or something that gave you the horses three attributes as a rating out of 99.

In the absence of any suitable mods, you could use an external tool like NBTExplorer to inspect the horse’s stats. You can set up simple machines to test speed. Put like 15 fence gates in a line parallel to each other with a pressure plate at the front.
