If you go down a no entry signed road and this is not seen by a policeman then you are fine unless the council see you committing the offence from one of there CCTV cameras and in which case they can issue a penalty notice but it cannot be endorsed with penalty points.

The Florida Hands-Free Act. On July 1, 2019, a new state law addressing distracted driving goes into effect in Florida.
