If you want to know the main-cast's back stories and how they became so strong you should definetly watch Dragon Ball, but if you don't care about you can skip it. Start with the manga, Dragon Ball Volume 1. Dragon Ball is more focused on Humor. DBZ is more focused on action.
The first three Dragon Ball Z movies had also been dubbed by Ocean Studios and released to VHS/DVD by Pioneer. The remaining ten movies had been dubbed by Funimation's in-house cast.
Goku has been voiced by the same Japanese voice actor since Dragonball. In Dragonball, Goku was a child.. so they had a female voice Goku. It was decided that they didn't want to suddenly change his voice as he got older, so they kept the voice actor.
I have to say that Dragonball is by far my Favorite series of all time. Its the show that got me into anime and I cant wait to buy all the seasons remastered when they come out. The Dragonball story is goofy, fun, and all around brilliant! It throws great humor with huge action and you cant beat it.
When we first meet Goku in Dragon Ball, he is 11 years old. Throughout the series, we see Goku turn 12 and compete in the 21st World Martial Art Tournament before a three-year gap until the 22nd edition of the tournament.
DB was dubbed by funi after Z, so the actors were more practiced, Kai sounds better than Z because most of the returning actors had 15-20 years practice as their characters at that point. Time and technology is also a factor. Before they were churning these out because the episodes were airing daily.
The answer is no. You will appreciate DBZ just fine without watching Dragonball. If you take the time to watch thru all of Dragonball you'll have a greater appreciation for certain characters and their personalities, but no, it is not necessary.
Funimation does not appear to have online streaming rights to it at the moment, but Adult Swim will likely have the dubbed episodes available to stream once they have premiered. Right now, Crunchyroll and Funimation host Dragon Ball Super with English subs.
It's translated so much better in the sub. Unless you're a slow reader, the fact that it's subbed won't bother you at all.

The AB Groupe dub was an English dub of films from the Dragon Ball franchise produced by the French company AB Groupe. It is colloquially referred to as the Big Green dub due to Piccolo being renamed "Big Green". The dub is also known as the Toonami UK dub and Bridge Entertainment dub.
After 56 episodes and two seasons worth of dubbed episodes, Dragon Ball Z's English dub abruptly ended production, with the last dubbed episode "Goku Super Saiyan?", airing on May 23, 1998.
Now, in 2020, we have another new Dragon Ball game, Dragon Ball Z: Kakarot.

Dragon Ball Z isn't bereft of humor, but many of the jokes land better in the original series and it juxtaposes against the action in a way that has more impact. Dragon Ball Super actually finds a strong sense of humor and while Dragon Ball Z has its moments in filler episodes, it can't compare to the original.
