When I was in school, Blinn Team was 2 years of Blinn and A&M classes, where you must get a 3.2 cumulative, then you could transfer. If she goes straight Blinn, then you can transfer after 1 year, BUT, I would aim for a 3.5 at least, depending on her desired major.
