Yes he is in fact. He is the fastest character in the game. He runs so fast that he appears as a blur like the flash and quicksilver do. Because he is a blur like them that must mean he moves at a speed much like them, so for the sake of physics lets say he moves at lightspeed.
About Kabal
He was a mysterious chosen warrior who survived an attack from one of Shao Kahn's extermination squads. His origin was unknown, however, his ending reveals he was actually a member of the Black Dragon. Kabal is a reformed criminal turned police officer and is Kurtis Stryker's partner. Kabal is burned alive by Kintaro during the Earthrealm invasion.Black Dragon members Jarek and Tasia were involved in the kidnapping of Cassie Cage and Jacqui Briggs on Erron Black's orders, taking the girls to Outworld and holding them hostage to be given to Kotal Kahn. There, Black and Kano, along with their forces, would face the Red Dragon led by Mavado.
He'll probably change to his evil ways but will always be on the side of Earthrealm and hates Kano. So he is kind of neutral in a way. He is "good" in the sense he is fighting for Earthrealm, but is evil in the sense he is the leader of an underground drug organization.
Skarlet is shown to have had a relationship with Erron Black in the past through their dialogues, especially with her quote "It's been a long time, Erron." In Mortal Kombat (2011) she was said to have been created from the blood of countless warriors by Shao Kahn.
As far as why Erron is good it is exactly as you said, he has everything. He has great neutral due to his safe footsie tools from half screen. He has great mixups and 50/50s that lead into combos that do good damage (Not as high as Geras or Baraka, but still high).

Yes, even though it seems that both of these characters are equal, they are not on the same level, as Scorpion is stronger than Sub-Zero. Sub-Zero has the awesome power of controlling ice, while Scorpion has power over fire. But, there's more to Scorpion than fire. In fact, Scorpion gets stronger in the Netherrealm.
