Yes the Intel core i3 is a dual core and the AMD A8 is a quad core. And Intel in general, is better in giving a better performance but for a higher price too. So the intel core i3 gives more performance compared to AMD's CPUs because AMD is behind in terms of technology, thus giving Intel the advantage.

Basically the i3–9100F is potentially the most crippled version of the i9–9900k an 8 core/16 thread chip. the F means the integrated GPU failed, the i3 means it's not as good as an i5, or i7 of its generation, the lowest i3 in the desktop realm means it can't overclock very well.

Yes, Intel I3 is sufficient for running windows 10 in your system. Core i3 with 4GB RAM is more than enough for Windows 10 to do basic computing.
An i3 2nd generation is sufficient for R and Python programming. The latest ones will do just fine. Outside of that the i3 laptop would have still been fine.

Intel's Core i3 is ideal for people who don't require much power. These processors are more affordable, and they have hyper-threading for improved performance under load but aren't powerful enough for advanced gaming or intensive applications.
You can't future proof a PC that has an i3, unless it is only for simple office tasks.

The cheaper Ryzen 5 2600X is by far and away the best option and in some tests even massively overclocking the Core i5-9600K failed to better the AMD CPU with the latter even matching the Core i7-8700K in Cinebench - a CPU which has the same number of cores and threads and costs even more than the Core i5-9600K.
It is technically possible to overclock a Core i3 9100F, but only on Z370 and Z390 motherboards, and only by increasing the “base clock”, which usually only works up to around a 2–4% increase. The CPU clock multiplier of the 9100F is locked, so it is not possible to overclock beyond what the base clock allows.
