If the state you intend on scoring tobacco from requires a valid photo ID and you are not over forty-looking in order to make the purchase, a temporary license will not suffice, legally.
You can't use the hole punched one but you should have been given a temporary paper one to use as ID until the new one is mailed. In most states they'll give you a temporary paper ID. Just make sure you have the hole punched one and the temporary paper one and you should be good!
Most bars won't accept it but legally it meets the criteria with a temporary license.
