All you need to do to disable a spawner is light the blocks that are affected by the spawner with enough light so that they can’t spawn hostile mobs. The area that a spawner affects is a 3-high 8×8 area (the 8×8 area explained in this answer) – 3-high including the height the spawner is at itself, so two blocks above it.

The only way to stop blazes from spawning would be to place torches all around the area as blazes can spawn even in pretty high light levels thus, you would have to place a torch approximately once every 2 blocks or so. However, it would be better if you would just take the extra precaution to place one torch every block –

So I put a torch on all 4 sides of the spawner and on the top, and there is a block underneath the spawner, but they keep spawning. I know in bedrock that stops them from spawning. It is a blaze spawner if that helps at all.

For a spawner that generates mobs that spawn only in dark conditions (light level = 0), a torch placed on any side or top of the spawner is sufficient to disable it for the whole 9×9×3 volume. For a blaze or silverfish spawner, a light level of 12 is required to prevent spawning.

14. CONOTUR. Hello, today I present to you folks the ability to temporary disable spawners. I will get right into why I believe this should be added, and what this means exactly. To start off, I will define what I mean by “ability to temporarily disable spawners”. -By this I mean all spawners come to a halt and don’t spawn any creatures.

You can completely stop a blaze spawner from spawning blazes by placing a layer of blocks at the same y coordinates, followed by placing torches on this layer (y coordinate +1). When you remove the light sources within the cage, you may need a potion of Fire Resistance to survive a swarm of blazes.
