They come for cigarettes and alcohol, including wine, beer and spirits, because they are cheaper than back home and the stats from Eurostat back that up. The price of cigs and booze in France is 13.4 percent higher than the European average compared to the UK where prices are 56.7 percent above the European average.
In all of France (including Paris), smoking is forbidden by in all enclosed public spaces which include bars, cafes and restaurants. Therefore it is only possible to smoke outdoors. So, inside the restaurant or cafe it should be completely non-smoking but it is possible to smoke if seated at an outdoor table.

laboutique.airfrance.fr (which I assume is duty free in the airport) says a carton (cartouche in French) of Marlboro gold costs 45 euros. Try googling "prix des cartouches marlboro gold france" or some similar phrase for more info. You can only buy cigarettes in a tabac or (travel retail shop at the airport).
