You can purchase rainbow bridges from the special section of the Kingdom Builder shop. Each one you get requires more toads to unlock — for example, 20 toads of each color for the first. You don't have a choice of where to place a rainbow bridge, but they expand your kingdom to an additional screen.
As you continue playing through the other modes of Super Mario Run, you'll eventually earn enough Toads to place a Rainbow Bridge in your kingdom, which will give you new lots of empty land on which to place structures.
The game is “free,†but it's good enough where you will beat the first three levels and absolutely want to pay $10 to unlock the other 21. And once you've done that, that's it, Nintendo's won.
