Onix is weak because it's Brock's ace Pokemon, thus making it the "first boss" of the series.
If that Onix has better IVs and nature than your Steelix, then It'd be fine. But if you just have a Shiny Steelix and a Shiny Onix that you don't plan on using, it'd be a bit of a waste to evolve the Onix unless you had the need for a second shiny Steelix.

Graveler has a better learnset, since Onix gets no ground moves ever. It's a bit slower, and less defence. Although if you have ROCKY from the ingame trade, it'll grow faster.
Golem is dead the second a water or grass type comes into play. Geodude has the best name, but Onix all the way. Dude get an Onix and evolve it into a Steelix.
If you want to evolve an Onix after you've caught it, start by getting a Metal Coat. Once you have a Metal Coat, give it to Onix to hold. Then, find someone to trade with, and initiate a trade that gives Onix to your trading partner. As soon as they confirm the trade, Onix will evolve into Steelix.
Like all Rock Pokémon, Geodude is a dual type. Rock is great against Fire, Ice, Flying and Bug Pokémon, but it also adds a few weaknesses to Geodude's Ground abilities. On the other hand, moves like Earthquake and Dig are super-effective against Fire, Electric, Poison and even fellow Rock types.

Victreebel is a solid sun sweeper, with Chlrophyll and Growth as well as decent moves like Weather Ball, Sucker Punch, Swords Dance, Leaf Blade etc. So if you train it right, yeah it's a pretty good grass type to have on a team - well ingame.

Steelix has an incredible defense, and 4 weaknesses, but with his high defense, he can even take a few super effective hits (from physicals at least) Scizor only has one weakness (4 X weakness)-fire. Scizor also has good physical attack and defense. And both have access to pretty powerful moves.
