Both are Rock/Water types. Kabuto has higher Attack and Speed ratings, whereas Omastar has better Defense and Special.
If you prefer attacking, take the dome fossil. If you prefer defense, take the helix fossil.
After you leave Mt. Moon, you will be in eastern Route 4. Go south and jump down the ledge to find a Paralyze Heal. Then go east and north up the ramp, then northeast to find 5 Poké Balls.
Route 4 can, in fact, be reached from Cerulean City, by using Surf, Trainers can Surf along to western part of Route 24, south to Cerulean Cave. Trainers can then travel west, past a Lass on the highest hill, and then jump down the remaining ledges to access this section of the route.
Moon (Japanese: ???? Mt. Otsukimi) is a mountain located in northern Kanto, between Pewter City in the west and Cerulean City in the east.
To get back to Pallet, Viridian, Pewter, from Vermilion, you need HM01 (Cut) which you get from the Captain of the SS ANNE. Once you have Cut and have taught a pokemon that move, go through Diglett Cave, there you can get both back to Viridian and HM05 Flash as well as trade for a Mr. Mime.
Still it is a pokedex entry so
if you do happen to find
one while going through
Mt.
Moon catch it, otherwise just move on as
you will have other better chances of
catching it later.

The Dome Fossil will get you the Pokemon Kabuto who will evolve into Kabutops. It is a rock/water Pokemon that has blades for armors and looks really cool. The Helix Fossil will get you Omanyte who evolves into Omastar.
If you are lucky, you'll find a rare Clefairy. When you've finally reached the end of Mt. Moon, you'll see two shell-shaped fossils. One is the Dome Fossil (which can be turned into a Kabuto), and the other one is the Helix Fossil (which can be turned into an Omanyte).

You'll have to defeat them in a battle. After going down the ladder after you defeat Jesse and James, go to this ladder to exit Mt. Moon/ Now, off to Cerulean City!
The Helix Fossil (Japanese: ?????? Shellfish Fossil) is a Fossil introduced in Generation I that can be regenerated into Omanyte. It is the counterpart of the Dome Fossil.
Since Moon Stones are really easy to get in the Game Boy games, you should definitely evolve your Clefairy into a Clefable -- but not until it has learned all the above techniques you're interested in. Once it evolves, it can only learn new moves from HMs and TMs.
Return is better. I don't like them both. But I think Mega Punch is better, more PP and better accuracy, but a little bit less power.
If you want to evolve your nidorino into nidoking, the level I would recommend evolving is 43. By then, you get access to Poison Jab, which is a decent poison type move, as a nidorino. At lvl 43 exactly, upon evolution, you will learn Earth Power.
In addition, Mt. Moon is where you will find your first Evolutionary Stones. The Moon Stones you find here can be used to evolve Nidorino, Nidorina, Jigglypuff, or Clefairy.

EDIT: To answer your second question, no, clefairy won't be weak if you spend time training it. You'll have to train it longer to get the preferred stats if you don't evolve it right away, but it still isn't weak. 75% of Pokemon gamers use cheats and specially made codes to make their pokemon battle-worthy.
At level 22, Nidorino gets Horn Attack, which is decent in-game. Nidoking get's Thrash at 23, and it's your choice whether to have Horn Attack or Thrash. If the former, wait till you Nidorino is 22 level and then evolve it, or else evolve it right away.
It evolves from Cleffa when leveled up with high friendship and evolves into Clefable when exposed to a Moon Stone.
It enables certain kinds of Pokémon to evolve. Give it to the Pokémon when it's ready to evolve. An odd stone that gleams like the moon in the evening sky. It allows certain kinds of Pokémon to evolve.

The Moonstones can only be found in craters on the floor of Mt. Moon.
Go to Mt. Moon and just before you get to Super Nerd, there is a walkway on the right that is one space wide and four spaces long. Go to the end and press A to find a Moon Stone.
