In the new Samsung One UI, it can be found at Settings > Accessibility > Interaction and dexterity > Assistant menu > Enable it, then scroll down to "Single tap to swipe" and Enable it, after that you can scroll back up to the top and Disable the "Assistant menu", otherwise you will have that circle on your screen..
To access the Call settings, you need to tap on the Phone icon to start the Phone app. From the Phone app: Tap the Menu key (left of Home button) Tap on the Call settings icon.
Open your Phone app as if to place a call, tap the menu button and select Call Settings. Select Call Rejection. Then select Auto reject list and make sure none of the numbers that you can't receive calls from are in that list. During a call the option to accept or reject a call is part of the newest firmware. There is no way to disable the slide to answer option. You will always need to slide to unlock the phone after locking it, unless you double click the home button to control music, that is if you're playing music.
