You can use an invoice to bill a customer upon completion of a job or at the time of a sale. Choose Business menu > Invoices and Estimates > Create Invoice. Quicken displays the layout you last used.

Since you are using an older version and you are not downloading transactions (and don't want to) you can upgrade to Q2013 for free. It is the last version that doesn't require using an Intuit or Quicken ID. He can just download 2013 directly. Each year is a full new install not just an upgrade.

Creating new payees manually and automatically memorizing payees
- Click on Tools on the top menu bar, then select Memorized Payee List.
- Click New Payee.
- In the Create Memorized Payee dialog, enter the payee information.
- Click OK.
- Repeat steps 2 through 4 for each memorized payee you want to add.
