Problems with signing into Skype:
Tap on it, go into the storage option and clear the app cache and data files. Close your Skype app -> Make sure it is not running in the background (use Task Manager for this purpose) Open your firewall -> Find the list of applications installed on your PC. Search for the Skype entry -> Allow Skype to connect to the Internet -> Save the changes. Restart Skype.

Check the Webcam From Within Skype
In the pane on the left, you'll see several options. Choose Video settings. If you don't see a video image of yourself in the right panel, then that means your camera is improperly configured or the lighting is not properly adjusted.Restart the phone. If restarting doesn't work, clear the cache and data of the camera app by Settings > Applications > Application manager > Camera app. Then tap Force Stop, and go to the Storage menu, where you select Clear Data and Clear Cache. Once you're done, restart your phone.
To grant permission for Skype to use your camera:

- Select Privacy, then select Camera.
- Under Choose which apps can access your camera, toggle Skype On.
- Restart Skype and go to your Skype Audio & Video Settings to verify the correct device is selected within Skype.
Skype can test both your video and audio before you make a call. To test your camera on the desktop version of Skype, click your profile picture to access the Skype menu. Then, click "Settings" followed by "Audio & Video Settings." Under "Video," check to see if your picture appears in the Skype camera preview.

Skype app -> Tools -> Options -> Video settings -> Check your webcam configuration. Select webcam -> Check what device is set as a default webcam (Skype might have picked a wrong device) If your webcam cannot be recognized, open its software.
