You can use any webpage as your homepage, and have it shown when you open a new window or a new tab. In the Safari app on your Mac, choose Safari > Preferences, then click General. In the Homepage field, enter a webpage address. To simply use the webpage you're currently viewing, click Set to Current Page.
Reset the iOS Home Screen to the Default LayoutOpen up the Settings panel, go to General, and then scroll down to the bottom to find the Reset item. Inside of that screen you'll want to use the Reset Home Screen Layout option (make sure not to use the other options).

How To Disable or Enable Safari on iPhone or iPad?
