A proxy server is a computer on a local network that acts as an intermediary between a single computer user and the internet so that the network can ensure security, administrative control, and caching service. On your Mac, choose Apple menu > System Preferences, then click Network.
Proxy settings allow an intermediary to come between your web browser and another computer, called a server. A proxy is a computer system or program which acts as a kind of middle-man. You need proxy settings on your computer to access the proxy server.

The short answer: a proxy is an intermediary server between two devices on a network. There are dozens of proxy types on the internet: some change your IP address and protect your identity, while others authenticate users on Wi-Fi networks.
Procedure
- Open Chrome.
- Open the Customize and control Google Chrome menu.
- Click Settings > System > Open proxy settings.
- Use Internet Properties to set up a connection for your type of network:
- Enter the address of your proxy server, and a proxy port number.
- Click OK to save your changes.
Click the “Connections” tab in the Internet Options window. Click the “LAN Settings” button. If there is a check mark in the box next to the “Us a proxy server for your LAN” option, then your PC accesses the Web through a proxy server. If there is no check mark in the box, your computer does not use a proxy server.
A proxy server reduces the chance of a breach. Proxy servers add an additional layer of security between your servers and outside traffic. Because proxy servers can face the internet and relay requests from computers outside the network, they act as a buffer.
At the bottom, click on the Advanced button. Click on the Proxies tab and you'll see a bunch of different protocols you can configure. For example, if you click on Web Proxy (HTTP), you'll be able to enter the proxy server IP address, port number, username and password.

If it's asking for proxy it is not seeing your internet connection properly. You probably need to reset your modem or router.
Is VPN better than a proxy? Yes, a VPN is better as it provides privacy and security by routing your traffic through secure servers and encrypts your traffic. A proxy simply passes your traffic through a mediating server but doesn't necessarily offer any extra protection.
