It's actually normal for those numbers to still appear in Recent even if you've deleted the actual contact, and haven't contacted that person in a very long time. To prevent this from happening, you'll want to select the "I" icon and then select Remove from Recents, like you mentioned doing already.
There are several reasons as to why deleted contacts keep coming back to your device. Maybe you are syncing your contacts with a third-party server and they keep sending back your contacts. Or maybe your contacts are synced to Google and you don't disable it before deleting.
In most cases, deleted text messages from iPhone appear in search results and in the message app. Text messages hang around after you “delete” them because of how the iPhone deletes data. When you “delete” some kinds of items from the iPhone, they don't actually get removed.
It turns out the issue isn't with iCloud, it's with a new default in iOS 7.1. The update causes your iOS device to switch your contacts back to the On My iPhone group. To fix the issue, simply switch your contacts group back to iCloud in settings.
