Because that Dalaran doesn't have any Pathfinder. The Legion one does. You can fly (with purchased flying skills) all the way up to WOD, for that area you need draenor pathfinder, then at legion areas you need legion pathfinder.
The achievement, similarly to its predecessors, will require you to complete a number of tasks to unlock the ability to freely fly around. This first step will increase your movement speed while in Kul Tiras and Zuldazar. Currently, the achievement shows both Alliance and Horde criteria into it, likely a beta bug.
In order to unlock Broken Isles World Quests, you must complete the Uniting the Isles quest, which should automatically pop up for your character at level 45. If it does not for some reason, or you are level 50 or higher, visit Khadgar in the Violet Citadel in Legion Dalaran to pick up the quest manually.
To be able to fly in Kalimdor, Deepholm and Eastern Kingdoms, you must first reach level 60, then visit a flying trainer, and purchase a Flight Master's License for 250 gold. To be able to fly in Northrend, you will need to reach level 68, then visit a flying trainer to purchase Cold Weather Flying for 500 gold.
You can't fly anywhere on Argus, even if you unlocked flying in Legion zones by completing Broken Isles Pathfinder, Part Two. This is a deliberate design decision by the World of Warcraft team. While there are no plans to allow flying in the future, you can complete an achievement to increase your mount speed on Argus.
In order to get to Argus you must complete the intro quest line that starts with "The Hand of Fate". The following article outlines the steps to qualify for that quest. If you do, Archmage Khadgar should have the quest for you in the Violet Citadel in Dalaran. Make sure you have trivial quest tracking on.
Players will remain ground-bound on Draenor until a small follow-up patch (6.2. x), when all players who have earned Draenor Pathfinder on at least one character will unlock the ability to fly in Draenor on all their level 90+ characters.
Take the quest Uniting the Isles. Turn in to Khadgar in front of you, then make your way to Krasus' Landing. Khadgar is now here, and will give you Armies of Legionfall. Again you just turn it into him in front of you and you will then be teleported to the Broken Shore.
However, characters who learned it prior to the squish will retain the ability (70 translates to level 27, even too low for standard Expert Riding in Shadowlands). Characters who learned Expert Riding (base flying skill) in BfA are able to fly, even if their current level squishes to below level 30.

Good news for those of us who opted to skip BfA.World of Warcraft: Shadowlands couldn't be pre-ordered without first purchasing Battle for Azeroth, yet with the pre-expansion patch you can now play the expansion for free (ish).
BfA might be in its twilight months but it's still current content. Due to popular demand, Blizzard gave the option to purchase Shadowlands without a boost because some people don't want the boost. That's why it's cheaper.
Completing Battle for Azeroth Pathfinder, Part Two will unlock flying in Kul Tiras and Zandalar and reward you with Wonderwing 2.0, the mechanical parrot mount.
In an interview with Hazelnutty, Warcraft Executive Producer John Hight confirmed that Shadowlands would have another Pathfinder achievement to complete, so we're in for another achievement run to get flying this expansion. Blizzard has used some form of a Pathfinder achievement for the last three expansions.
Adventurers who are level 120 and have unlocked Battle for Azeroth World Quests, completing the quest “Uniting Kul Tiras” or “Uniting Zandalar," will receive a summon from either Genn Greymane or Nathanos Blightcaller, kicking off the events that bring them to Nazjatar.
Pathfinder is an account wide achievement, so yes, it should be possible. Yes. You should see the Pathfinder Part 1 Achievement completed on your druid when you check your achievements. but you can use any character you want in that faction to do the achievement.
The conditions are separate per faction, but it doesn't matter once you complete the achievement. Basically, once you get PF1, it's on your account, not faction based. So you can do PF2 on either faction and be ready for flight.
Allied Races: Nightborne requires you to complete a short recruitment questline, available after you purchase Battle for Azeroth and complete the Achievement/Reputation requirements. You can pick it up in the Horde Embassy.

Once you've completed Azeroth Pathfinder, Part two achievement you will be able to fly in all zones. This includes both Zandalar, Kul Tiras, and the two newly added areas from the Azshara content update; Mechagon and Nazjatar.
Instead, you can buy a faction specific flying mount from a vendor which should be located somewhere near the trainer who taught you flight. For instance, in Stormwind, on the platform where the flight trainer is located, the mount vendor is the third NPC on your left (just past the flight master).
Yes, pathfinder is required to fly in Draenor, Broken Isles and the BFA zones. Once you unlock it all of your guys will be able to fly as soon as they arrive which makes leveling alts a lot easier.
To unlock flying in Patch 8.2, you must reach Revered with Rustbolt Resistance, and Waveblade Ankoan (Alliance) or The Unshackled (Horde). On top of that, you must earn Pathfinder, Part One, and explore Mechagon and Nazjatar. Wonderwing 2.0 mechanical parrot mount. You can find more details about it here.
Make sure that you've talked to a flight trainer and learned the flying skill first though, or that will also keep you grounded. Flying mounts will not work in Draenor. In the Outlands flying is allowed with Artisan riding. In other areas you have additional requirements.
Access to Footholds will become available as you level through Tiragarde Sound, Drustvar, and Stormsong Valley. At each key point in your journey (level 110, 114, and 118) you'll be able to establish a new Foothold in Nazmir, Zuldazar, and Vol'dun.
