The traveler won't leave the airport, but still needs permission to be there during the layover. In the United States, for instance, foreign citizens traveling through the US to get to another country typically must have a transit visa.
You can apply for an ETA directly. There is a cost of AUD20 for an ETA, payable by credit card. Some passport nationalities are exempt from paying the AUD20 fee. Check out the Australian Department of Home Affairs prior to applying.

What is a layover? You can never mention a direct and non-stop flight without a layover flight. A layover flight is also called a connecting flight. If you book a layover flight, it means the plane will make a stop en route, with passengers disembarking the flight and changing services.
Consider allowing at least 60 to 90 minutes for a U.S. domestic connection, and at least two hours for an international connection. Airlines usually allow you four hours or more maximum connecting time.
Transit (C) visas are nonimmigrant visas for persons traveling in immediate and continuous transit through the United States en route to another country, with few exceptions. If you are a citizen of a participating country, you may be able to transit the United States on the Visa Waiver Program.

An Electronic Travel Authorization (eTA) is an entry requirement for visa-exempt foreign nationals travelling to Canada by air. An eTA is electronically linked to a traveller's passport. You must convince the officer that you are eligible for entry into Canada.
