They're both great, but they accomplish different goals. Duolingo is more of a general language learning site with a nice learning curve that everyone can enjoy, while Memrise is mostly vocabulary. Duolingo has levels dedicated to grammar, and on the web version, you also have a grammar explanation for each level.
Memrise won't make you fluent in a foreign language, but it's an excellent study aid. This web and mobile app goes a long way toward helping you memorize characters, vocabulary, and phrases. It's not just for learning languages, either. It's also excellent for helping math, science, economics, and so forth.
If you're a beginner and primarily interested in just getting a good, quick start in the language by using already available material, Memrise is what you want. Anki is just a lot easier to create new cards in, that's what it was designed for, so that's what it's particularly good at.
Memrise's propriety courses take around 40 or 50 hours, but if that's all you do, you've essentially just memorized a phrasebook. That might be enough to get by on vacation and introduce yourself and such, but that's not really “learning a language.” You can learn a great deal about a language using those apps.
It's a waste of time. In fact, it's just as bad as the education system Von Ahn criticizes. Duolingo outsources its translation services, allowing for awkward sentences to slip in undetected. And translation (the core of its platform) is already widely known to be an ineffective way to learn a language.
It does offer some grammar explanations and material for advanced learners, but it's probably best suited for beginners. Memrise was by far the most useful for learning Italian as a beginner, the others not quite as much.
Just spend 20 minutes a day with a few virtual flashcards and you'll be fluent in no time! Memrise offers similar lessons to Duolingo, introducing new words and phrases with flashcards, listening exercises, and more.

Your brain can pick up a new language during certain phases of sleep. According to their research, it's possible for your brain to establish links between words in two languages while you're asleep. That means sophisticated learning is possible while you're snoozing — which could aid you when learning a new language.

Starting in late February 2019, Memrise has been the subject of much criticism due to an announcement that user-created content will be moving to a different web-based platform. It was announced that this new website would not have an app and that users would be unable to access their material offline.

Paid — The Pro Version is not worth it. The app is absolutely free to download and sign-up. Thus, the entire languages it supports are available for no cost from beginning to end. But Memrise also has a pro version.

After a few weeks with the premium version of Memrise, I was already practicing phrases and words with my Korean friends. The teaching methods that Memrise uses works really well. I've never been able to grasp languages using traditional methods, it's just not my kind of learning style.
