No, 5 to 10 levels lower you will not be able to solo I'd say. Dungeons in Classic are a lot harder then in Retail. Because Mobs are stronger and characters are weaker. If you are a level 29 Twink you might able to solo Deadmines but not the Stockades.
Questing is fastest. Most quests require you to grind mobs anyway, plus you get extra money, gear and rep. There's places where there's no good reason not to do the quests. If you're going to go and grind mobs anyway you might as well pick up some quests and kill the right mobs.
Almost every spot involves quest mobs too so there is that as well. Questing as a mage is 100% confirmed faster than aoe farming, even with 0 competition, but if you are farming humanoids it's great gold.
So it's definitely worth doing one, but beyond that you should go back to questing. It's the same with the dungeons. But in Bfa they have drastically cut the xp from dungeons. So now I would say just doing quests is the fastest.

Shadowfang Keep is a level 22-30 dungeon located in the Horde leveling zone of Silverpine Forest in Classic WoW. The instance portal is situated just north of Pyrewood Village.
There are six different ways to get your heirloom gear:

Shadowfang Keep is an early dungeon that Horde players are more likely to venture into, but Alliance Warlocks and Paladins will have to complete for their class quests. You can enter the dungeon at Level 11, but it is recommended to only do the dungeon once you reach Level 18 to 21.
The Scarlet Monastery is a complex of four instanced dungeons for both Horde and Alliance characters. Recommended character levels are about 35-45 for a group of five.
To enter any of the 4 instances inside Scarlet Monastery you must be at least level 20.
