The seller isn't required to cancel and in all fairness, bad buyer behavior should be dealt with through through an unpaid item case. Cancelling gives the buyer a free pass. You should have asked all questions before you bid.
Simply go to the Resolution Center and select "The buyer asked to cancel the order, or there's an issue with the buyer's address." Our strategy is to relist particularly if there are a number of watchers our when we have known interest. After several relists it is better to do sell similar. Cassini does consider items which do not sell after many relist as less desirable. Also changing the title slightly can have a positive effect.
