If you can't find or turn on Personal Hotspot, check that your wireless carrier enabled it and that your wireless plan supports it. On the iPhone or iPad that provides Personal Hotspot, go to Settings > General > Reset, then tap Reset Network Settings.
On the device that you want to connect to, go to Settings > Cellular > Personal Hotspot or Settings > Personal Hotspot and make sure that it's on. Then verify the Wi-Fi password and name of the phone. Stay on this screen until you've connected your other device to the Wi-Fi network.
Even without a data connection, you can still turn your old smartphone into a Wi-Fi hotspot. All you have to do is manipulate Wi-Fi tethering in order to create a Local Area Network (or LAN). This network can then be used for sharing files, playing games, and other things you can do with a LAN connection.
Set up Personal Hotspot

To take advantage of Family Sharing Personal Hotspot, you must have Family Sharing set up.
- On your iPhone personal hotspot, tap the Settings app on the Home screen.

- Select Family Sharing.
- Toggle Family Sharing to the On position.

Clearing the system cache of the device providing Hotspot will help delete all the cache data of Wi-Fi, resolving the Hotspot – Wi-Fi issue. Reboot in the recovery mode of your device and from there Wipe Cache. Select the option and Wipe the Device Cache. Reboot the device normally with Power button this time.

Hope the next update has this resolved. If you leave the Personal Hotspot screen or put iPhone to sleep, iPhone only broadcasts the Wi-Fi network for an additional 90 seconds. If no devices join the Wi-Fi network during that time, iPhone 4 stops broadcasting your Wi-Fi network.
For non-shared, limited data plans, mobile hotspot costs $20 per month and provides 2 GB of extra data. If you do have an an unlimited smartphone plan, you can tack on 5 GB of hotspot use for $30 per month. By comparison, Sprint's tablet data plans cost $15 per month for 300 MB and $30 per month for 3 GB.
