Wally West is the fastest Flash and is arguably the fastest being that has ever existed, as said by Max Mercury—and it has been remarked that Wally and Barry are the only two speedsters that were fast enough to even outrun death.
When his plan to travel back in time to kill Barry as a child was foiled by the Flash of 2024, Eobard murdered Nora Allen and framed Henry Allen instead, inadvertently severing his own Speed Force connection and stranding himself in the 21st century.

Now since Thawne was able to run back to his own timeline, the fact that he died in season 1, is completely erased from existence. So he remains alive but in his own timeline. In terms of pure speed, in their respective universes, the Flash (Barry Allen) is faster, by far, than Quicksilver. Quicksilver has been seen at a top speed of four or five times the speed of sound (Mach 4 or 5). This level of speed for Quicksilver is new. He used to max out at Mach 1.

There's no way RF is faster because Zoom was able to keep up with Season 2 Barry at the finale, and Season 2 Flash >>> Season 1 Flash. This just isn't true. Reverse Flash is a true speedster. Eobard Thawne recreated the accident that gave Barry his speed, so if Barry never became the Flash, Eobard doesn't gain speed.
He becomes Savitar. This time remnant/Savitar travels back in time and creates the lie that he was the first speedster. Savitar proclaims himself a time god and starts recruiting followers using the Philosopher's Stone, thus setting up his own myth. Barry Allen basically created Savitar to stop Savitar.
Like vibrating the molecules in his eyes to change them to glowing red or something. But the red speed force sounds so much cooler because he's constantly vibrating to disguise his features and moving so fast his eyes are glowing red with negative speed force.
Barry was able to defeat him to due to a "rage boost". The anger he felt after Zoom killed his dad pushed him over the edge and increased his speed rapidly. He was so angry to the point that he really wanted to kill Zoom. That anger took him to the next level.
Wells May Be More Complicated Than the Comicss' Reverse-Flash. Harrison Wells is very contradictory villain. On one hand, he has shown himself to be a valuable mentor to Barry as he continues as a fledgling superhero. The Reverse-Flash that is Barry Allen's greatest foe in the comics is known as Professor Zoom.
Conclusion: The speed of light is about 299, 792, 458 meters per second (about 670 million miles per hour). The Flash runs faster than that, by a considerable margin in fact. As far as I'm concerned the fastest base Sonic can and ever has run is around 3.5 times the speed of sound.

During the Flash's FIRST appearance, when Jay Garrick was the Flash, he was the fastest Flash, and he had no rivals. We can clearly agree that he was the fastest at the time. But then Barry came along and it turns out that he's the fastest. Below him was Wally (as Kid Flash) and Jay.
Barry wasn't able to go faster than Reverse-Flash in season one since he was inexperienced and Reverse-Flash had tachyon enhancement. When Barry got his Tachyon device, he was running faster than Zoom, who was over 4x faster than Barry's fastest ever speed. Which is obviously faster than we've seen Reverse-Flash.
Technically Reverse Flash is faster than Zoom because he increases his speed, and doesn't slow down time around him. However, Zoom has a more useful power because he can slow down time to a crawl so that everyone looks like they're standing still. They look pretty similar, but the main different is their eye piece.
But according to some scientists who worked with Wire Magazine TV Flash is running approxamitly 700 MPH. Where comic book Flash has been around for a long time and honed his skills already. He can run consistently at the speed of light which if you covert to MPH is 670,616,629.
Savitar is already faster then godspeed by alot and on top of that if godspeed splits into 2 or whatever he does he slows down and it also causes him pain. Godspeed wins. Savitar is the same speed as Barry just before rebirth.
