Single-family homes, double-family homes, and commercial properties are allowed to have three dogs over the age of four months old. Properties classified as multiple dwellings and having three or more units are permitted to house one dog per unit.

The act bans four breeds. The first of these, the Pit Bull terrier, originated in England, and was bred with fighting in mind. It was used in blood sports like bull and bear baiting - where packs of dogs were set against bigger animals in a pit. These "sports" were made illegal in 1835.
